I voted computer AI as the highest priority.
Other things are important too. However, if the AI plays poorly then why play the game at all? Its not multi-player, I'm playing against the AI. No challenge to it, no fun. Having to give the AI multiple unfair advantages to make it competitive, doesn't do the job for me.
Civ 5 has disappointingly weak AI. I'm still bitter.
They will divide N by number of votes for M to help decide where to allocate time. Not voting is a bad strategy. Vote for AI.
Using notepad isn't THAT hard is it?
I think its more the WILLINGNESS to mod that makes us different.. not the ability..
Some of it is easy and some of it is hard. The difference is I know what almost every function does in the xml. And don't use notepad to mod.

Don't care. If my choice is not represented I will not vote, and I will let it be known what my choice is.
I'd like to vote for performance, but given how I'm still running XP Pro and a dual core CPU @ 3 ghz, I know that building a new comp should greatly improve the performance.
So with that, faction differentiation definitely gets my vote, followed swiftly by AI (strategic and tactical) and finally tactical battles.
Point remains.. XML is easy enough for just about anyone to mod. Most just aren't willing to take the time to poke around and figure stuff out
I voted Stability. Pretty much everything else can follow after that. And everything on the list of options should get love and attention. But first the game needs to work flawlessly (or a reasonable facsimile to that).
Looks like they added City Management as an option after the poll started :-/
City Management here. Would love to see adding variety or building choices/options, but also some better management/accessibility, strategy and art assets. Things to do while the cities are idle (or preventing them from being so), without being too micromanagement-oriented.
I actually want Everything on the poll, but you can only pick one so.. Faction Differentiation for me.
Be kind of nice too if there was an ability to randomize faction bonuses during game creation. (for the AI as well as the player).
I'm so glad to see Faction differences is the front runner, by a mile. That's what made Twilight of the Arnor what I consider the apex of Gal Civ 2. Gal civ 2 was good... but it wasn't awesome until Twilight.

Stability... Yeah, I got so reccuring crash that I cant play one game at all ! :/
Spells ? Of course ! Earth magic is boring and effects still are under what they could be ! And I hate the spell of making... Too expansive ! And as a result you win ? Why not just make the player really powerful instead ? And make the spell cost less / less requirements and take more turns.
Tactical battle ? Yes ! Definitely ! Theres a big lack there and I really hate the UI in tactical battles for spells ! Where's the spellbook ??? It was better and a spell should be able to be cast at any turn as long as we have mana and that spell casters are "active"
Race differenciation? Yes, definitely ! And there's a big lack of magical creatures in their ranks ! Just like WOM !
Specific mounts for each race would help... That would avoid recruiting monsters being too desirable :/ and help turtle players to stick with their own cities and territories !
Finally, I'm not a fan of the new spell system... Why removing the research of them ? Would have been better 2 researches at once, one for magic tech tree or spells and one for civic or war... Would make the game more enjoyable and quicker too a little bit too. The presence of magic would be more felt too... Aren't all sovereigns supposed to be powerful mages ? It's the optic of game after all
I don't know, even though FE is still far superior to WOM, it's still not what it should be on many level... The world, design, creature, ambiance, music, gameplay is a total success ! But the rest of the mechanics and content is failing
Im going to continue to believe but I don't know, I feel like the end result will be disappointing !

Quite disappointing to see spells tied for last as they could still use a good deal of fleshing out. Oh well, I guess that's what the 2nd stand alone expansion is for, right?
